- These files consist of physicians' orders for individual patients to undergo protective restraint or seclusion, and of regular statistical reports detailing the use of the practice at Willard Psychiatric Center (known earlier as Willard State Hospital). The Department of Mental Hygiene and later the Office of Mental Health used these figures to provide each facility director with a monthly record showing where his or her institution stood with respect to the average for other institutions in the department.

- The series contains records documenting the transfer, allocation, and accounting of expenditures by staff of the Division of the Budget. Capital certificates (1976-1986) are copies of letters advising the director of the Division of the Budget, Bureau of Accounts, of budget transfer certificates issued by the state comptroller. The certificates document allocations and transfers of funds (designated appropriations) to supplement agency project funds, thus qualifying for reimbursement from specified bond funds. The transfer certificates (1966-1985) are copies of certificates of transfer and allocation from the director of the Division of the Budget accounting for amounts transferred and allocated from capital construction fund appropriations projects designated to supplement other specific appropriations.

Most of the maps depict specific sections of the Erie Canal and show locks; bridges; railroad bridges across canals; locations of canal alterations and improvements; aqueducts; and reservoirs and feeders. The series also includes maps relating to the Chemung, Chenango, Sodus, Oneida Lake, Champlain, and Cayuga and Seneca canals.
