- Before the establishment of the Department of Civil Service in 1925, the Civil Service Commission was responsible for administering examinations and establishing eligibility lists. This series consists of four subseries, surviving fragments of larger series, which once existed from this period. Records include Report of Examinations, Registers of Eligibles (Eligibility Lists), and Register of Non-Competitive Examinations.

- This series consists of files and reports from a State Civil Service Commission investigation of the practices of the Lackawanna City Civil Service Commission in response to veterans groups' legal actions against the municipal commission and petitions over a fire fighter examination. Records include correspondence; legal documents, petitions from veterans' groups, testimony transcripts, and the final report. Also included are interviews and statements of applicants for city positions and civil service concerns of veterans' groups after World War II.

- Records in this series relate mostly to the Department of Civil Services salary reallocations and position reclassifications in accord with the 1954 salary schedule established by the legislature. Included are correspondence, memoranda, agency inquiries, requests for reallocations and reclassifications, salary schedules, lists of salary conversions and reclassifications, and an appointing officer's manual. Also included are annual salary reports, classification specifications, and miscellaneous general classification and compensation files.

- This series consists of files for the Civil Service Commission's security risk program which determined if private organizations or groups were subversive and designated state agencies and individual positions as "security agencies" or "positions." The background and administrative files, subject files and correspondence contain detailed information on the development and operation of the program, on groups designated as subversive, on organizations opposing the program, and on individuals and groups who appealed security risk determinations. Some reports were widely distributed, others were only circulated internally. Announcements contain posting, closing, and exam dates; position title, duties, and salary; minimum qualifications to take the exam; examination subject and relative weight of components; general information; and civil service rules. Instruction sheets contain examination rules, number of questions, time allowed, and instructions for filling out forms and the answer sheet. The examination contains the actual questions.
