The Division of Personnel Research was established in 1949 to assist the Classification and Compensation Division in conducting an annual salary survey, to conduct special research and statistical studies on personnel programs and policies, to administer the performance evaluation program, and to collect and prepare statistical data on State positions and salaries.

In 1954, as recommended by the Temporary State Commission on Coordination of State Activities, the Division was disbanded and its functions distributed to the Department's other divisions.

This series consists of bound dittoed or mimeographed copies of the Division's special research and statistical reports.

Besides actual salary surveys, these reports were produced at the request of the Department's Administrative Director, the Civil Service Commission's President, or the Division of the Budget. Some reports were treated as quasi-publications and widely distributed while others were considered confidential and were circulated only internally.

About half of the reports are background studies on general civil service issues and problems. These present comparative data from the Federal government, selected states, and New York on topics such as salary increment system, probation, examination appeals procedures, certification practices, non-permanent appointments, residence and citizenship requirements, promotion policies, jurisdictional classification, and performance evaluation. The remaining reports relate directly to New York State personnel problems and cover such topics as examinations, recruitment, salaries, working conditions, department personnel practices, and performance evaluation.
