- This series contains records seized during a raid on the New York City headquarters of the Industrial Workers of the World (IWW). Records include applications for IWW membership, correspondence, minutes of district and national meetings, speeches, lists of IWW contributors, reports, and bulletins. The series includes reports, meeting minutes, and other records of the activities in particular of the Construction Workers Union, the Marine Transport Workers Union, and the Metal and Machinery Workers Union.

- The State Legislature established experimentally in 1946 and permanently in 1948 a three-member State Employees' Merit Award Board to plan and administer awards programs for meritorious suggestions and accomplishments. This series consists of the Board's minutes, scrapbooks, and few miscellaneous files. The minutes contain each meeting's date and names of attendees, and a summary of Board actions. Most Board actions concern the disposition of suggestions and administrative matters.

- This series contains the Civil Service Commission's official meeting minutes signed by its secretary. The Commission was set up "to regulate and improve the Civil Service of the State," and these minutes document their work toward that end. There are entries for all Commission meetings except those between 1944 and 1947, when only verbatim minutes were kept. Pre-1899 minutes are handwritten while all others are typewritten.

- Any State employee disciplined by a penalty of demotion, dismissal, suspension without pay, or fine can appeal the determination to the Civil Service Commission or the courts. This series consists of case files of reports to the Commission usually accompanied by a hearing transcript. Reports contain a history of the appeal, charges, appellant's written answer to the charges, analysis of the record of appeal, facts of the case and conclusions determined by the Civil Service hearing officer, and his recommendations.

- The State Civil Service Commission reviews and approves municipal civil service commission rules and regulations. This series tracks the adoption, approval, or modification of rules, regulations and classification plans of most if not all rules ever adopted by a municipality. Also included are a few files containing model municipal rules and regulations, Commission resolutions concerning five counties whose civil service system was State administered until 1965, and classification plans and surveys for certain school districts.

Summary
- This series consists of a background report on the 1913 department store worker strike in Buffalo, New York. The report deals mainly with wages, although in addition to higher wages, strikers were demanding Saturday night closing of stores, an eight-hour day, and better sanitary conditions. Packard's report recommended that the Factory Investigating Commission hold a public hearing on the issues raised by the strikers.
