Scope and Content Note
This series consists of ring binders containing the meeting minutes of the original three member Personnel Council (1945-1959) and the second Personnel Council (1954- ) including its Executive Committee.
The old Council's minutes are in two volumes and contain the following information for each meeting: date, time, and place, attendees' names; and a detailed narrative description of what occurred. Subjects covered in the minutes include general personnel policies and problems, plans for the departmental representatives' monthly meetings, committee reports and studies, and individual employee problems and grievances. Before 1950, when the Council handled grievance appeals, minutes tend to be two to six pages long, but post - 1950 minutes are usually limited to one page. Also included with the minutes is the text of Chairperson Mary Goode Krone's 1954 farewell address to the Council and a satirical account of the Council's formulation and work entitled "The Pen of Iniquity."
The new Council's minutes are contained in sixteen volumes. Five contain the Executive Committee's 1960 to 1966 minutes (after 1966 Executive Committee minutes were included in the same volume with Council minutes). Pre-1960 minutes contain detailed summaries of meetings; list of attendees; memoranda, correspondence, and publications relating to topics discussed at meetings; copies of presentations delivered at meetings; and agendas. Post-1960 minutes contain less additional material. Between 1966 and 1969 formal minutes were not kept but meeting summaries were published in the Council's newsletter, Personnel Notes. Copies of the newsletter for this period are included in the series. Topics covered by the minutes include civil service law and regulations, labor relations, personnel policy, general civil service matters, and state personnel practices and policies. Pre-1960 volumes contain tables of contents listing topics discussed at each meeting.
Executive Committee minutes contain agendas, detailed meeting minutes, and some memoranda and correspondence relating to topics discussed at meetings. Minutes include discussions of Personnel Council policy, committee reports and studies, and general Council meeting agendas. Executive Committee minutes document Council policy formation and program development. Executive Committee minutes were not kept between 1954 and 1960 or between 1966 and 1969.
