- The Western House of Refuge was established as the first state reformatory in the nation by the New York State Legislature in 1846. The institution's name was changed to the New York State Industrial School in 1886 and New York State Agricultural and Industrial School in 1907. Records include a menu headed "An Improved Diet - Begun in 1868," a newspaper article about schooling, discipline, parole, and rewards for good behavior at the school; clippings about the arrest of four jewel thieves, one of whom had been an inmate at the Elmira Reformatory; and a report entitled "Is It Worth 8 Cents a Day?" summarizing the previous year's parole practices at the school.
