This series documents the Division of the Budget's role as secretariat for the Public Authorities Control Board. Most of the files concern Empire State Development Corporation and Dormitory Authority of the State of New York projects.

The Bureau of Stationary Sources (formerly Bureau of Application Review and Permitting), a sub-division of the Division of Air Resources, coordinates all air permitting activities within the Department of Environmental Conservation (DEC). The records document the implementation of an ambient air monitoring program, including meteorological monitoring. Documents detail the results of sampling and analyses conducted under the Ambient Air Monitoring Network Plan (Work Plan) approved by DEC in 1992. Included are reports, description of the model, and analytical and laboratory data packages.

The Grievance Tracking System (GTS) was a microcomputer-based system in the Governor's Office of Employee Relations (GOER), which collected information from all executive branch state agencies on grievances and grieved disciplines. Agencies were required to submit to GOER monthly reports on all new grievances and grieved disciplinary actions and related proceedings. The GTS files contain data on agency, employee name, bargaining unit, facility, charges filed, and decisions made at each step of the grievance or grieved discipline.

Summary
The Special Commission on Educational Structure, Policies, and Practices was established to make recommendations to improve the structure, policies, and practices of school districts and Boards of Cooperative Educational Services (BOCES). This series consists of hearing transcripts; briefing materials; meeting minutes; correspondence; and publications and reports produced by the commission. Also included are photographs and a video related to the Commission's Children's Education Summit and videos and audiocassettes of hearings and meetings.
