Scope and Content Note
The Grievance Tracking System (GTS) was a microcomputer based system in the Governor's Office of Employee Relations (GOER) which collected information from all executive branch state agencies on all grievances and grieved disciplines during the period 1984-1990. (A grievance is an allegation by an employee that agency management has violated a provision or provisions of the collective bargaining agreement between the state and the union. A grieved discipline is an allegation by an employee that a disciplinary action against him or her by the employer was improper in some way.) Agencies were required to submit to GOER monthly reports on all new grievances and grieved disciplinary actions and related proceedings. The GTS produced quarterly reports for agency heads and monthly summaries of step-three grievances for GOER. The GTS files contain data on agency, employee name, bargaining unit, facility, charges filed, and decisions made at each step of the grievance or grieved discipline.
The Archives can provide coping of the data files on magnetic tape or floppy disk and copying of all support documentation. A user's guide for the GTS files is available from the State Archives.
Tape characteristics: The Grievance Tracking System contains 14 rectangular flat files stored in standard label EBCDIC. The files are stored on 10 floppy disks. Tape copies are in standard label EBCDIC format at 6250 bpi. Floppy disk copies are in ASCII format.
