- This series originally contained abstracts of warrants recorded in separate volumes of "licenses and warrants" and "treasury warrants". Of the volumes referenced in the abstracts, only one volume of treasury warrants survives (see Series A1887). Warrants were issued by the governor authorizing the state treasurer to pay specified sums to persons who provided goods or services to New York.

Summary
- These volumes, kept for the auditing purposes of the New York House of Refuge's Finance Committee and Executive Committee, document the expenses incurred by the Industrial Department. Following the legislative prohibition of prison contract labor, the institution in 1888 effected a major reorganization and expansion of industrial and mechanical trades education. Payments were made to payroll, the Industrial Education Association, and other organizations and private individuals; however, except in the case of payroll, there is no indication of what the payments were for.

- Canal commissioners were required to construct and maintain road and street bridges over the enlarged Erie Canal and to construct farm bridges to accommodate landowners. This series consists of releases, vouchers, receipts, title searches, parcel maps, and resolutions authorizing commutations to claimants and owners for rights to bridges built over the Erie and other branch canals. Information includes name and residence of landowner; parcel description; sum paid by the state; and landowner signature.

- This series documents expenses of the House of Refuge and were kept for the Executive Committee monthly audit of bills. Bills for each month included the following information: bill number; payee name; date and amount of bill; and total amount of bills for the month. Following the audit, a committee member signed an endorsement under the list of bills stating that they have been audited and a warrant issued for payment of the bills (no endorsements after August 1925).
