This series consists of subject and correspondence files of the first and second Personnel Council. Original Council records include reports and memoranda of committees and sub-committees; training material; publications; clippings; correspondence with union officials; survey results; special studies and complaint and grievance appeals hearings. Second Council files include publications, minutes, correspondence and newsletters, committee records, and planning documents. They discuss administrative matters, labor relations, civil service concerns, and personnel management.
