- This series consists of copies of proposed and accepted contracts and other records, generated by the Counsel to Governor W. Averell Harriman, documenting the sale of St. Lawrence power by the New York State Power Authority. The Counsel to the Governor was responsible for clearing all contracts, as to content and form, which required the Governor's signature. Approximately half of the records in the series relate to contracts with the Reynolds Metals Company and the Niagara Mohawk Power Corporation.

- This series consists of the subject files of the Counsel to the Governor's office which relate to New York State authorities. The Counsel's responsibilities included clearing all contracts that required the Governor's signature, making recommendations on proposed legislation, and advising on policy and program matters. - This series contains minutes of the Port Authority of New York and New Jersey and the Atomic and Space Development Authority. Also included are transcripts of hearings of the Power Authority of New York State and some printed proposed contracts between the Power Authority and potential customers. The governor's office maintained these files to monitor activities of public authorities and to exercise the governor's power to approve or veto decisions made at meetings of public authorities.

- This series is composed of messages to the legislature from Governors Dewey, Harriman and Rockefeller. There is also one message from Lieutenant Governor Malcolm Wilson.The series consists of annual messages, which provide the listing of programs the Governor would like to institute that year; special messages intend to garner support for legislative bills recommended by the governor; and veto and approval messages, which respond to bills passed by the legislature and rationales for gubernatorial approval or disapproval.
