The Merit System Affirmative Action Office was established by the Department of Civil Service in 1977 to serve as a liaison among state and public agencies concerned with equal opportunity, to handle discrimination complaints and to monitor the affirmative action programs of all state agencies. The records in this series, created by the Office's director and her staff, include reports, policy and procedure documents, minutes, correspondence and memoranda and discrimination complaints. The records reveal the impact of State laws and public policy on ethnic minorities.

Researchers shall not reveal names of individuals involved in complaints and grievances for 30 years after creation of records.
The series consists of files pertaining to employee requests for review, by the Compliance Review Board, of denied requests for "reasonable accommodation." Files include all relevant documentation held by the agency on the employee's disability and request for workplace accommodation (including medical documentation); records documenting the agency's decision to deny the request; comments and drafts; the decision of the Review Board; and copies of the letter transmitting that advisory decision to the agency that denied the request.

The Task Force on Equal Employment Opportunities for Women in New York State Government was established by Governor Malcolm Wilson in 1973. Its recommendations, published in an August 1974 report, resulted in the Governor's Executive Order Number 11 (September 24, 1974) establishing state agency guidelines to promote recruitment, training, and advancement of women in state government.
