- These volumes provide a central record of appointments made and other actions taken by the governor. The volumes were compiled to provide the governor's staff with more organized access to this information. - These reports were compiled by the office of the Western Division Engineer (Rochester) in accordance with Chapter 354 of the Laws of 1883, which required state government offices to keep "proper comparative records of the efficiency, punctuality, attention and general good conduct" of their employees. Each employee is rated on a 1-5 scale, with "5" being the highest, according to these measures of conduct. A few reports also include narrative comments.

- The series consists of minutes of meetings of the 7-member commission from 1972 to 1990 (no meetings were held in 1991 and only letters canceling the scheduled meetings are present). From 1982 onward the records also include handwritten notes (perhaps made by acting Executive Director Astrid Horan) that provide additional information supplementing the minutes.
