This series contains recommendations compiled by Labor Department representatives for members of the committee summarizing the investigation into different companies' requests for child labor dispensations. These dispensations usually involved the time and number of hours per week permitted to work and each dispensation was issued for a six month period. The information was gathered to ensure that the dispensation was necessary and that minors would be protected from unhealthy or adverse working conditions.

Abandoned children of slaves were to be supported at the state's expense by the local overseers of the poor. This series consists of a warrant to pay the Overseers of the Poor of the Town of Mamaroneck for the support and maintenance of children born of slaves and abandoned by their respective masters, as well as a signed statement that the money was received by the overseer.

This series consists of inspection reports, correspondence, and related material documenting the monitoring and oversight of foster care agencies, including institutional homes for children and orphanages. Files prior to the 1920s consist almost exclusively of inspection reports of private institutional homes for children prepared by the State Board of Charities. After the late 1920s, the files contain increasing amounts of administrative correspondence and less detailed reviews of physical facilities, client care, and management and operations.

Often a section for remarks provides additional information.
