- The Commissioner of Public Charities of New York City charged the State Board of Charities with neglecting its responsibility toward institutions for children in the city. This series documents Charles Strong's investigation into the management and affairs of the board relating to the charges. Records include transcripts of testimony; lists of witnesses and hearing dates; partial list of hearing exhibits; and one exhibit in the form of a letter from an institution protesting its inspection ranking.

The photographs appear to have been gathered for a report on treatment of the mentally ill in other states, which was prepared by the New York State Commissioner in Lunacy.

Forms provide information regarding children transferred from poorhouses to orphanages, apprenticeships, or families willing to act as guardians. "General Inquiry" forms provide aggregate statistics for each institution. "Personal Inquiry" forms record data for each child placed outside an institution: name; sex; age; if native or foreign born; if orphan; physical health, occupation, and status in current living situation.
