- These files include correspondence, memoranda, notes, reports, clippings, legislative bills, and photographs concerning the participation of New York State residents in World War I. Also included are war histories from other states. The files were collected by State Historian, James Sullivan, in response to a 1919 resolution of the Senate and Assembly authorizing him to "collect, collate, compile, edit and prepare for publication sufficient materials, statistics and data for a history of the State of New York in the war.

- This series consists predominantly of brief biographical sketches of prominent individuals in communities across New York State. A few scattered sketches pertain to leading institutions and businesses. The sketches are not limited to famous individuals, but rather document communities much more broadly. Taken together, the sketches form a "who's who" of cities and towns throughout the state. They were produced by the Citizens Historical Association, which attempted to create factual sketches that were neutral in tone.

Included is a preface and four articles intended as an introduction to published papers of military officer and Indian negotiator Sir William Johnson. Also included are two versions of a George Clinton biography, and lists of records in the British Public Record Office and British Museum.

The state historian received copies because the Council's authority included state historic sites. They also sometimes include lengthy accounts of discussions at Council meetings.
