- This series consists of copies of individual agency workforce plans, submitted to the Department of Civil Service, and copies of the yearly executive overview prepared by the Dept. of Civil Service as directed by law. Each agency's annual workforce management plan identifies workforce trends caused by programmatic and technological changes in the agency's administrative and operational functions. Typically an agency plan covers a four-year period and identifies projected workforce changes, including titles and required skills, by program area.

- Typical cards contains employee name, home address, state or local government agency, civil service job title, dates of appointment (including promotions and transfers), salary or wages, and date of leaving employment (giving date of death only if the employee died in service). The vast majority of the cards are for state employees, but cards for local government employees are also present starting in the 1930s.

- A twelve-member legislative Commission on Extension of the Civil Service was created in 1939 to study the problems of extending civil service to local governments. The Commission's investigation resulted in the "Fite Law" which provided for the administration of civil service law and rules in all of New York's civil divisions. The Secretary's files document the development of legislation on local civil service administration and the attitude of local officials towards civil service extension and information on local public employment.
