Under the auspices of the War Council, the department organized several programs including the Civilian Defense Training Program. A series of pamphlets produced with the Departments of Health, Labor, Mental Hygiene, and Social Welfare for the War Council to educate the general public are included, as are field reports from Education Department personnel who visited statewide war programs.

- Legislation of 1921 established a Board of Estimate and Control and directed it to conduct a survey of all state departments, offices, and institutions to determine where waste and duplication of effort existed. The Board was then to recommend improvements to each agency or recommend to the legislature that agencies or functions be consolidated or discontinued. This series consists mainly of typescript studies or "surveys" made by Board employees concerning particular state agencies or institutions.

They were used to compile annual statistics on mineral production in the State and published periodically in State Museum bulletins. Also included are lists of mineral producers, by mineral and reports for producers of gravel and sand.
