Summary
- This series consists of the two election certificates of Andrew S. Draper as the first Commissioner of Education. The Unification Act of 1904 creating the State Education Department, and f the Education Law of 1909 specified that the Commissioner be elected by the legislature until 1910; subsequently the Board of Regents would appoint the Commissioner. The 1904 certificate was certified by the Secretary of State; the 1910 certificate was certified by the Board of Regents.

- This series contains bills passed by the colonial legislature and signed into law. Each engrossed bill contains the text of the bill, signatures of the Assembly speaker and Governor, dates of passed and signed, bill number, a short title, date bill was sent to the Council, and notes by the Council secretary to the Council relating to dates of first and subsequent readings, of any amendments and commitments, and of final approval.

Summary
- Legislation of 1921 established a Board of Estimate and Control and directed it to conduct a survey of all state departments, offices, and institutions to determine where waste and duplication of effort existed. The Board was then to recommend improvements to each agency or recommend to the legislature that agencies or functions be consolidated or discontinued. This series consists mainly of typescript studies or "surveys" made by Board employees concerning particular state agencies or institutions.

- The king appointed members of the councils of New York and New Jersey to investigate and settle a land dispute between Connecticut and the Mohegan Indians. The commission's minutes include: summaries of each party's arguments and the history of the dispute; copies of land sales by Indians to settlers, acts of the Connecticut General Assembly, testimony from previous inquiries; summary lists of documents produced as evidence; depositions and testimony by witnesses; and opinions of commissioners regarding outcome of the dispute.

Summary
- Commissioners from New York, New Jersey, and Nova Scotia held hearings to settle a Rhode Island-Massachusetts boundary dispute. Records of the commission's proceedings include: summaries of each party's argument; questions and testimony of surveyors, residents of the disputed areas, and other witnesses; and copies of documentary evidence produced by the parties, such as Indian treaties, acts of the Rhode Island General Assembly, and letters patent. The records were damaged in the 1911 State Capitol fire.
