Administrative History
Disciplinary actions against most executive branch state employees are governed by negotiated agreements between the state and the various unions that represent these employees. Except for CSEA-represented employees, appeals of "Notices of Discipline" are currently resolved through arbitration conducted by the American Arbitration Association. The arbitrator's decisions are final.
Since 1986, the Governor's Office of Employee Relations (GOER) has administered the disciplinary appeals process for Civil Service Employee Association (CSEA) employees under a special state-union agreement. Regular CSEA disciplinary appeals by employees who have received a Notice of Discipline are conducted by arbitrators, often but not always, from the American Arbitration Association. Time and attendance appeals are handled through a set of expedited procedures using "umpires."

The series consists of case files which usually include notices of disciplinary action by state agencies, appeal forms, hearing schedules, hearing transcripts and/or exhibits, correspondence, and hearing decisions relating to the CSEA Disciplinary program which began in 1986.
Other types of records found in the series include affidavits, progress reports, briefing materials, grievance forms, Notices of Discipline, arbitrator resumes and schedules, certified mail receipts, and settlement and/or award statements.
