Scope and Content Note
This series contains three subseries described below.
Personnel Relations Board Background and Administrative Files: This subseries contains copies of grievance procedures predating the Board, the executive order establishing the Board, final and draft versions of Board rules and regulations, approved agency grievance procedures, departmental listings of complaints and adjustments, Board minutes and reports, grievance recommendations, Board publications, copies of proposed legislation on grievance procedures, and correspondence and memorandums relating to the Board's establishment and grievance procedures. Records mostly include information on the Board's establishment and administration and on State and agency grievance procedures and policies. The subseries also contains some information on individual grievances at the agency and Board levels.
Grievance Board Background and Chairman's Files: Background files contain drafts and final versions of executive orders and Board rules and regulations, proposed legislation on grievance procedures, news clippings and articles on grievance policies in New York and other states, model agency procedures, and memorandums and correspondence relating to changes in grievance procedures. These files contain information on the Grievance Board's origins and the development of its rules and policies.
The Chairman's files contain correspondence with employee organizations; comments by State agencies and officials on Board regulations and executive orders; memorandums on grievance procedures; approved agency grievance procedures; Board annual reports and minutes; and copies of appeal decisions. These files contain information on the involvement of employee organizations in the grievance process; agency grievance procedures; opinions of various interested parties on Board regulations and procedures; Board activities, including statistics; and individual appeals.
Grievance Board and Grievance Appeals Board Decisions: One volume contains both boards' written appeals decisions. Each decision summarizes the appellant's and agency's cases and gives the Board's final determination. Grievance Board decisions, running from three to eight pages, tend to be longer and more detailed than those of the Grievance Appeals Board, which run from one to three pages.
