Scope and Content Note
This series consists of correspondence, vouchers, abstracts and statements of receipt, lists of expenditures, copies of special orders, reports, claims, lists of officers and men paid, and volunteer certificates issued for bounty money received under Governor Morgan's proclamation of July 17, 1862.
The series not only contains records dealing specifically with the Paymaster General's Office, but also the Inspector General, the Quartermaster General, and the New York Military Agency. This may be due to the fact that in addition to his fiscal responsibilities the Paymaster General and his staff, according to General Regulations of the Military Forces, could be required "to perform duty in the Quartermaster's department, and they may also be charged with providing and distributing provisions and other duties of commissaries of subsistence..."
The records in this series deal mainly with routine administrative duties such as certifying the accuracy of accounts submitted for payment and the actual payment of funds to individuals for goods or service purchased by the state's military establishment.
