Administrative History
The Office of Alcoholism and Substance Abuse Services is an autonomous unit within the Dept. of Mental Hygiene created by the consolidation of the former Division of Alcoholism and Alcohol Abuse, and the Division of Substance Abuse Services (Chapter 223, Laws of 1992). The Office plans, promotes, and coordinates programs in the prevention, education and treatment of all aspects of alcoholism, alcohol abuse, substance abuse dependence, and chemical dependence to provide a comprehensive service delivery system for New York State.
Scope and Content Note
The commissioner's files consist of correspondence, reports, minutes, fiscal materials, planning documents and other materials relating to the operation of the agency, its programs and cooperative efforts with other agencies. These records include but are not limited to bureau files, program files, and state agency files.
This accretion consists of the records of those who served as commissioners of the office's predecessor divisions: Julio Martinez (Substance Abuse Services); Robert V. Shear (Alcoholism and Alcohol Abuse); Arthur Y. Webb (Substance Abuse Services); and Marguerite T. Saunders (Substance Abuse Services).
