The series includes the executive order creating the commission, correspondence, questionnaires, accounting statements and reports of harness racing associations, memorandums summarizing financial and banking records, lists of individuals and organizations given subpoenas, reports on various issues studied, witness lists, commission opinions, information comparing laws and regulations of horse racing in other states, and staff personnel files.

This series contains applications to Governor W. Averell Harriman for appointments to state government positions. The applications include those transmitted by county government or other state political leaders, and applications sent directly to Governor Harriman. Also included are applications from lawyers for positions and applications for honorary positions. The records include applications, biographies of the applicants, criminal investigation reports of the applicants, and recommendations and correspondence from and about the applicants.

This series consists of correspondence directed mainly to the State Engineer and Surveyor's office. Most correspondence contains requests for employment, applications, or letters of endorsement. The series was compiled in proximity to the time it became apparent that the state would construct the Barge Canal.

These files were maintained to track the Commission's finances and oversee its investigation of financial activities of individuals and corporations involved with workers' compensation cases. Records include job applications; letters; payroll information; daily activity rosters of state troopers and detectives; accountants' case assignment schedules; and travel, purchasing, and other financial records. A small amount of records relate to financial investigations of physicians and others involved in workers' compensation cases.
