Summary
In 1969, Governor Nelson Rockefeller and the Board of Regents created the New York State Commission on the Quality, Cost, and Financing of Elementary and Secondary Education. School financing recommendations made by the commission, which would have increased school taxes in upstate districts and reduced school expenditures in a significant number of downstate suburban districts, were never implemented. These files were generated by staff of the governor's office in the course of researching and making recommendations regarding state aid for education.
