Issues include changes to federal assistance formulas; improving federal grant-in-aid programs; provision of federal disaster relief (Hurricane Agnes); testimony before the "Muskie Committee" on intergovernmental relations (1966-1967); amendments to major welfare-related federal family assistance legislation; and impact of the Water Quality Improvement Act (1968).
