This series contains general administrative records of the Military Training Commission, including enrollments of boys, related correspondence, and documentation of cooperation with federal efforts to increase the labor pool of farm workers which had been depleted by service in World War I. Also included are manuals for physical training, health, athletics, and citizenship (e.g. standards of discipline and deportment); reports on the Farm Cadet Corps; and correspondence and administrative records of the Commission Secretary.

This series consists of copies of individual agency workforce plans, submitted to the Department of Civil Service, and copies of the yearly executive overview prepared by the Dept. of Civil Service as directed by law. Each agency's annual workforce management plan identifies workforce trends caused by programmatic and technological changes in the agency's administrative and operational functions. Typically an agency plan covers a four-year period and identifies projected workforce changes, including titles and required skills, by program area.

This series documents the insurance, training, housing and supervision of the cadets participating in the Farm Cadet Victory Corps Program, an effort to recruit, train, place, house, and employ several thousand high school students as seasonal farm laborers. It includes reports on the arrivals, departures, and performance of farm cadets; transcripts of radio programs relating to the Farm Cadet Victory Corps; and a sample of a questionnaire given to farmers to assist in providing statistics on farm labor.
