- The series documents New York's participation in several interstate sanitary and water pollution control commissions including those related to following draingage basins: boundry waters, Delaware River, Susquehanna River, Ohio River Valley, and Great Lakes. The files include correspondence, memoranda, minutes of meetings and hearings, transcripts, analytical data, and investigation studies. Maps, diagrams, and some photographs are also present, most often in copies of commission reports, promotional literature, or special research projects.

- This series contains files on the establishment of enforceable water quality standards for interstate and coastal waters. The Federal Water Pollution Control Act of 1965 required each state to adopt water quality standards applicable to interstate waters within or on its borders. The Department of Health's Division of Pure Waters drafted the New York standards. Files include reports, hearing summaries, correspondence, memorandums, and maps.

Summary
- Files in this series contain signed and sealed copies of interstate compacts and intergovernmental agreements entered into by the State of New York. Numerous compacts involve conservation and development of water resources shared by multiple states or by a combination of states and Canadian provinces. Particularly noteworthy is the earliest compact in the series. This compact, agreed to in 1921 by the states of New York and New Jersey, created the Port of New York District and established the Port of New York Authority (later Port Authority of New York and New Jersey).
