Summary
In conjunction with, and under the auspices of, the War Council, the New York State Department of Mental Hygiene assisted with various wartime mental health-related tasks during World War II; primarily, it conducted psychological screening of recruits for the Selective Service. This series contains records detailing the department's work in the screenings, in addition to correspondence and memoranda between staff relating to the department's efforts to prevent its hospital personnel from being drafted by classifying them as essential to operations.

Summary
This series contains correspondence from New York citizens to the Governor requesting assistance with war-related concerns, including draft board issues and problems; requests for exemptions from rationing; matters relating to home front activities such as civil defense; and family military concerns. The Governor, the nominal head of the War Council, responded as part of his role as the liaison between the public and the government. A copy of his (or an assistant's) reply often is attached to the correspondence.

This series consists of a book of summarizing statistics on the recruitment of troops for the New York State draft. For each county, statistics are given for population and quota (as a percentage of population and fixed at 5 per cent). Statistics are provided for each town: population, quota for 120,000 population, 5 percent; total; number of volunteers raised; surplus and deficit.
