- This series contains general correspondence files relating to the planning and implementation of the Mutual Aid Plan for Highway Repair and Debris Clearance in the event of a wartime emergency. The War Council's Highway Repair and Debris Clearance Committee developed a plan patterned after London's system which designated a site for a central pool of equipment and personnel that would be available on short notice to a stricken area.

- This series contains inventories created by Zone Coordinators working for the Mutual Aid for Highway Repair and Debris Clearance, which was organized to repair highways or streets or to remove debris in the event of an enemy attack.
