- This is a fragmentary series of documents relating to military and educational matters. The military documents pertain to personnel issues such as resignations, vacancies and appointments. Many documents are faded, burned, and incomplete.

It would also have created a Department of Public Works in Buffalo, headed by the city Engineer and the Street Commissioner.
