These records were kept as part of the organization's efforts to document the war effort on the home front. The series includes a nearly complete run of the <emph render="italic">Yonkers Home News</emph>, several issues of the <emph render="italic">Ossining Courier</emph>, and a pamphlet entitled "Organizing Your Community For War Records Work," published by the National Jewish Welfare Board.

Most records deal with the applications of Philip Hoatling for grants of land under water in the Hudson River and provide detailed information regarding the land for which application was made. - The Yonkers Emergency Financial Control Board was established in 1984 to deal with a financial emergency in Yonkers resulting from "inadequate management of the city's financial affairs, increased service demands of the population and shortfalls in receipts and anticipated revenues." The Board created these records through regular meetings held to review city finances and to approve or disapprove proposed city expenditures in the form of contracts, bonds, borrowings, or collective bargaining agreements.
