This series contains files on the establishment of enforceable water quality standards for interstate and coastal waters. The Federal Water Pollution Control Act of 1965 required each state to adopt water quality standards applicable to interstate waters within or on its borders. The Department of Health's Division of Pure Waters drafted the New York standards. Files include reports, hearing summaries, correspondence, memorandums, and maps.

This series consists of copies of proposed and accepted contracts and other records, generated by the Counsel to Governor W. Averell Harriman, documenting the sale of St. Lawrence power by the New York State Power Authority. The Counsel to the Governor was responsible for clearing all contracts, as to content and form, which required the Governor's signature. Approximately half of the records in the series relate to contracts with the Reynolds Metals Company and the Niagara Mohawk Power Corporation.

Summary
The American Super-Power Corporation submitted these exhibit maps and drawings to the Water Power Commission as part of a license application for a St. Lawrence River water power project. Action on this application was suspended in 1927 and superseded in 1930 by the creation of the St. Lawrence River Power Development Commission. Records include general maps, development maps, profile of the St. Lawrence River, views of power house, maps of proposed transmission lines, and land ownership maps.

Project review files contain analysis of archaeological, ecological, and historical effects; local and regional economic impact; conformity with standards of other government agencies; and visual, olfactory, and auditory effects.
