This series consists predominantly of published annual reports of the Western House of Refuge, which became known as the New York State Industrial School and later as the New York State Agricultural and Industrial School. Reports from 1894 to 1900 are missing. Also included are by-laws; newspaper reprints; pamphlets; an event program from the institution's centennial and published annual reports of the Fiscal Supervisor of State Charities.

They were gathered and retained by the New York State Library but remained unprocessed prior to transfer to the State Archives as state government records. Included are records of the centennial observance of the New York State School at Industry, the New York State Joint Legislative Committee on Winter Tourists, and the Senate Committee on Public Affairs of the City of New York.
