- This series constitutes a sample of the Closed Case Reports and Reviews completed by State Education Department personnel when vocational rehabilitation cases were closed. Sampling was completed by the State Archives and is intended to include all files from each year ending in 0 or 5, but for some sample years all or some of the files are missing.

- This series consists of transcripts of one inmate's incoming correspondence. Since the institution's superintendent held the originals; it is unlikely that the inmate received the letters. The letters which discuss his and other youths' activities may have been used to help make a parole decision and/or to monitor the inmate's associations once on parole. Subjects include crimes committed or planned and/or arrests of and legal proceedings against youths; parties; drinking; sexual encounters and the inmate's chances of being released.

- This series documents the actions and decisions of the Board of Classification who determined parole requirements or transfer options. Minutes includes meeting dates; board members present; names of inmates and actions taken regarding their parole or division assignments; and inmate's offense or other cause of the Board's action or decision (sometimes). Minutes after November 1, 1898 consist mostly of lists, providing inmate's name; action taken regarding the inmate; parole date and sometimes the reasons for actions taken.

Also included are lists of "Boys of Catholic Division Returned," and "Girls to be paroled after August 1, 1904," with information on name, age, parole date, and to where and whom paroled.

- The registers of admissions and discharges, track the arrival, departure, and academic level of students in the intuition's schools.. Each entry in the admission register includes date, class (1st - 6th grade), boys name, house number, age, ability in reading, writing, and arithmetic, where he attended school, and 'remarks' (usually how long attended or out of school). Discharge registers entries includes date, name, house number, level of competency in arithmetic and class (1st - 6th grade).

Summary
- Under the Elmira system, each incarcerated individual's release was determined by good behavior and the accumulation of marks for school achievement, labor productivity, and adherence to institutional rules. This series consists of volumes recording the "credits" and "debits" used in this marking system. Each page contains the record of a single incarcerated male and each person's record was maintained until they were paroled or had served their maximum sentence.

- <emph render="italic">The Summary</emph>, printed and published by and for the inmates of Elmira Reformatory, claims to be the oldest penal inmate publication, dating from 1883. The four page newspaper reports on national news, sports, and entertainment as well as inmate activities, including contributions from inmates. The newspaper was permitted by the Elmira administration to assist in inmate rehabilitation.
