The State Commission in Lunacy licensed, regulated and investigated public and private institutions that provided care of the state's mentally ill. This series consists of one volume of medical certificates for persons admitted to mental health facilities. Information includes patient name, sex, nativity, color, occupation, cause of illness, relevant family history, basis for insanity certification, institution name, and admission date. Records are restricted.

This series consists of published copies of selected annual reports prepared by the commission to summarize its work and make recommendations. Typically the reports include general information on the state system, and certain early reports address the licensed private institution systems and the general hospital system. Reports also give a summary of recommendations, general statistics, and the annual reports submitted to the commission by the boards of managers of the various state hospitals.
