In 1958, the Commissioner's Advisory Committee on the Master Plan for School District Reorganization issued a revision of the 1947 Master Plan. These study files contain minutes of Advisory Committee meetings, proposed changes in the Master Plan, notes and memoranda concerning public hearings held about the Master Plan, correspondence with local school officials and citizens about revised reorganization proposals and county maps.

This series consists of correspondence, petitions, applications, maps, reports, and other documents maintained by the Bureau of Rural Administrative Services (later the Bureau of School District Organization) related to centralization of school districts. The series contains files on completed centralizations as well as proposed centralization plans that were rejected by the Commissioner of Education or by school district voters. The records document hiring teachers, constructing schools, establishing new bus routes, and determining the ratio of state funding.

This series documents the appointment of superintendents of supervisory districts and their official relations with the Education Department. All proposals for new shared services offered by Boards of Cooperative Educational Services (BOCES) had to be approved by the department. These applications for new services contain a proposal describing the service, target group, planning efforts, evaluation method, rationale, and magnitude of the service; correspondence and memoranda between bureau staff and local officials; and approval/disapproval form giving reasons and conditions. Also included for each BOCES is a sheet summarizing new service proposal activity each year.

This series contains the primary administrative and legal documentation on formation of central school districts and enlarged city school districts, annexations and reorganizations of districts. Reorganization records may include correspondence; memoranda; feasibility studies; budget and state aid estimates; maps of proposed districts; publicity material; applications to lay out new districts; legal notices, vote totals, sample ballots, and copies of final orders laying out or altering the districts. There are files for successful and unsuccessful reorganizations.
