- This series consists of files compiled by John C. McEvoy, Executive Director of the Steering Committee for Departmental Reorganization. The files detail the development and implementation of plans for the reorganization of the Department of Mental Hygiene. Subjects range from agency-level policy development to day-to-day facility operations and staffing. Records include inter-departmental memorandums; meeting agendas and minutes; background and research materials; policy papers; organizational charts; worksheets; and sample office forms. A significant volume of documents detail the functions of various offices and divisions within the former department and the staffing levels at which these units operated.

- This series consists of lands under water survey project records, which resulted from surveys conducted on behalf of applicants for lands under water transactions. The records also include some documentation of transfer of jurisdiction to other state agencies. Documented projects were located in the five boroughs of New York City and Long Island as well as Westchester, Rockland, Dutchess, Orange, and Greene counties. Typed of records include survey receipts, payroll logs, survey descriptions, phone message slips, survey calculations, copies of adjacent upland deeds, newspaper articles, and survey maps.

- This series contains letters designating New York highways as eligible for federal aid, letters approving revisions or additions to the system as of 1931, and letters approving federal aid for highways. Included are descriptions of routes approved as of January 9, 1931, including beginning and ending points, intermediate cities, villages, and hamlets; and correspondence concerning designations of "urban areas." as defined by the Federal-aid Highway Act. Many of the letters refer to maps that are not in the State Archives.

- This series consists of maps of urban area boundaries drafted in district offices or modified from, U.S. Geological Survey quadrangle maps. Maps had to be approved by the U.S. Public Roads Administration or Bureau of Public Roads for states wishing to receive special aid for highways lying within urban areas. Some maps show all Federal-Aid highways systems; older maps show only primary, secondary, and urban routes.
