Reports are listed monthly on fines imposed on incarcerated individuals of an unidentified residential facility, probably Elmira Reformatory. Information is present for the following: consecutive number, name, class (1 or 2, probably refers to degree of infraction) and fines, and surname of officer reporting the offence. The volume only occasionally specifies nature of offences. Nature of fines or punishments is never specified.

- This series consists of the monthly reports sent to the governor from each prison indicating incarcerated individuals eligible for discharge by commutation. The reports from all prisons for each year were bound into volumes. Each monthly report from each prison provides the following information: name; county; crime; court; judge; date of sentence; date received at prison; term; commutation earned; date eligible for discharge; amount of time lost for rule violations; and occasional remarks recommending increase or decrease in commutation.

- Under the Elmira system, each incarcerated individual's release was determined by good behavior and the accumulation of marks for school achievement, labor productivity, and adherence to institutional rules. This series consists of volumes recording the "credits" and "debits" used in this marking system. Each page contains the record of a single incarcerated male and each person's record was maintained until they were paroled or had served their maximum sentence.

- <emph render="italic">The Summary</emph>, printed and published by and for the inmates of Elmira Reformatory, claims to be the oldest penal inmate publication, dating from 1883. The four page newspaper reports on national news, sports, and entertainment as well as inmate activities, including contributions from inmates. The newspaper was permitted by the Elmira administration to assist in inmate rehabilitation.
