Administrative History
In July 1907, the Adjutant General issued Circular No. 11, which declared that the State of New York would reimburse veterans of the Spanish-American War with monies appropriated by the United States government. Veterans of New York National Guard infantry and cavalry units that served during the month of May 1898 were eligible to receive the refund; New Yorkers who served in Regular Army units, conversely, were unable to apply.
