Scope and Content Note
This series consists of annual reports submitted by public utilities (water, gas, electricity, steam, telephone, telegraph, railroad, and radio-telephone companies) to the Public Service Commission and then the Department of Public Service. Reports are filed by three types of public entities operating public utilities subject to regulation by the Public Service Commission: commercial, municipal, and private associations. Files for gas utilities contain reports for 1906-1907 that were submitted to the Commission of Gas and Electricity under Chapter 737, Laws of 1905. These files were transferred to the Public Service Commission established under Chapter 429, Laws of 1907.
The original statute establishing the Commission and subsequent amendments to the law require public utilities to prepare and file an annual report containing the following information: amount of authorized capital stock and amount issued and outstanding (if utility is a private company); amount of authorized bonded indebtedness and amount of bonds and other forms of evidence of indebtedness issued or outstanding; receipts and expenditures for the preceding year; amount paid as dividends on stock and as interest on bonds; name and amount paid as salary to officers and amount paid as wages to employees; location of plant and system, and full description of property and franchise with detail of how each franchise is to be owned or was acquired; and other facts as required by commission.
