Administrative History
The Office of Alcoholism and Substance Abuse Services (OASAS) is responsible for providing direction and guidance to county governments in the development of plans for services related to alcohol and substance abuse. Counties submit their plans to OASAS, and the central office reviews them for procedural completeness and, more importantly, relevance in relation to State-wide goals and plans. These plans provide goals and objectives for service delivery, and detailed descriptions of the planned services including inpatient, outpatient, day- and nightcare, emergency services, preventive services and treatment, as well as proposals for new and expanded services. The plans also indicate planned staff development and research/evaluation activities.
Scope and Content Note
This series contains files related to the review and administration of local services plans submitted to the Office of Alcoholism and Substance Abuse Services (OASAS) by various counties throughout New York State. Each plan explains how the county intends to target specific populations (e.g., women, HIV/AIDS sufferers). The plans include a needs assessment to support new or expanded services and provide information on progress under previous plans, as well as amendments to update the approved plans. The records also include correspondence between OASAS and the counties, as well as comments from other interested parties, including community groups and other agencies. Some of the counties also include an inventory with summary information about all service providers with more information provided regarding service providers for whom new or expanded service delivery is planned. The series also contains a master copy of the instructional manual for completing the plans.
