Administrative History
The Medicaid Managed Care Advisory Review Panel, established by Chapter 649 of the Laws of 1996, was created to monitor the Department of Health's implementation of its Medicaid managed care program intended to ensure access to health care for the state's poor. The Panel consists of 9 members, 3 appointed by the Governor, 2 each by the Assembly Speaker and Senate Majority Leader, and 1 each by the legislative minority leaders. The Department of Health, through the Bureau of Managed Care Program Planning, provides staff support to the Panel and maintains its records.
The Panel was tasked with overseeing and monitoring the Department of Health's implementation of the managed care program. Specifically, it was to assess the impact of managed care marketing and enrollment strategies, evaluate the adequacy of managed care provider capacity, determine whether managed care providers meet enrollment targets, examine the cost implications of populations excluded from Medicaid managed care, and examine other issues as deemed appropriate.
