Scope and Content Note
The series consists of files relating to agency appropriations and the authorization for expenditure of state funds, reflecting the Division of the Budget's function to formulate and execute the state budget.
The files include agreements, sometimes titled "Certificates of Intent," between the governor and legislative leaders, which concern the interpretation of budget appropriation bills. Such agreements often indicate that appropriation bills might be interpreted in a manner different from the language used in the law. Consequently the records document legal budget authorizations and also show how state funds were actually used. Some agreements approve appropriations to emergency funds to be used for specified purposes.
16523-92: This accretion includes information on interfund and interagency transfers, material on expenditure ceilings, and budget requests from various state agencies.
16523-95: This accretion includes information relating primarily to capital construction requests.
16523-96: This accretion consists of budget requests from the following agencies: Division of Human Rights (1979-1990); Department of Health (1988-1990); and Division of Probation (1982-1990).
16523-96A: This accretion consists of the Tax and Finance budget and state budget proposals for the years 1988-1989.
16523-97: This accretion consists entirely of material related to the Executive Chamber expenditures and appropriations for fiscal years 1967/1968 through 1980/1981. A variety of financial information is included, such as supplemental budget requests; recapitulations of requested appropriations; background and progress reports; lists of personnel and salaries; organizational charts; and descriptions and spreadsheets for proposed projects.
16523-99: This accretion contains budget correspondence, budget request transmittals, and budget making forms. Also present are budget requests for the Dept. of Social Services, Division of Parole, and the Dept. of Housing and Community Renewal.
16523-99A: This accretion consists of budget requests (1992-1993) for the Commission on Quality Care for the Mentally Disabled, the Office of Mental Retardation and Developmental Disabilities, and the Office of Mental Health. In addition there are assorted budget materials (1990-1992) arranged by subject.
16523-14: This accretion consists of budget and appropriation records from the Public Protection Unit for Article VII, department special assignments, emergency bills, and correspondence.
