Scope and Content Note
The series consists of research files from the Federal Relations Unit (FRU) pertaining to a variety of financial issues involving state-federal cooperation. Records include memoranda; budget bulletins (drafts and revisions); information on state and local matching requirements; population and allocation statistics for state localities, copies of federal program objectives; and reports from various National Governor's Conference committees.
Issues include changes to federal assistance formulas; improving federal grant-in-aid programs; provision of federal disaster relief (Hurricane Agnes); testimony before the "Muskie Committee" on intergovernmental relations (1966-1967); legislative amendments to major welfare-related federal family assistance legislation; and impact of the Water Quality Improvement Act (1968).
Of special note is a folder of information (box 1) on the U.S. Deposit Fund. It provides a short history of the first example of federal revenue sharing--the distribution, by President Andrew Jackson, of the 1836 federal surplus as loans to the 26 states. Included is information on subsequent attempts by New York State to transfer the money held on deposit to the state's General Fund (thus wiping it out).
