County and school district files in this series consist predominantly of correspondence between the State Education Department Office of School District Employer-Employee Relations and school or BOCES superintendents regarding the filing of negotiated contract agreements with the State Education Department. School districts also contacted the office seeking assistance in negotiating contracts with employee collective bargaining units and in hiring qualified labor negotiators. Also included are correspondence, interdepartmental memoranda, and public petitions regarding labor disputes including classroom teachers strikes.
The series also contains a small quantity of subject files on topics such as the enactment and implementation of the Public Employees' Fair Employment Act (Taylor Law); conferences and workshops devoted to employer-employee relations in the field of education; requests for reference materials and publications; functions of the three-person State Supervisory Committee charged with investigating instances of alleged violation of contract agreements between the New York City Board of Education and employee bargaining units; and investigations of alleged violations of contract agreements by school administrators.
