This series consists of archival copies of the publicly accessible websites of the New York State Gaming Commission, which began operations in 2013, and its predecessor agency, the New York State Racing and Wagering Board.
B2161-07: This accretion contains a copy of the main Racing and Wagering Board site produced on December 27, 2006, shortly before Governor George E. Pataki (1995-2006) left office. It contains information about the board's history, mission, and organizational structure; annual reports (1986-2005); a board meeting schedule and agenda (2006); board meeting minutes (1999-2006); database listings of licensed games of chance and bingo suppliers; and a municipal clerk's guide to bingo and games of chance licensing (2006). Also included are application forms for organizations wishing to conduct games of chance, raffles, and bingo (2006) and forms for commercial lessors or manufacturers of these games (2006). Information about casinos run by Native American tribes and the laws that govern these facilities, current regulations and changes to previous regulations, and lists of thoroughbred and harness horse racing tracks and off-track betting corporations throughout the state is also present.
This accretion also includes a December 27, 2010 copy of the Racing and Wagering Board's Rulings Search site. It contains results of rulings at various horse racing tracks throughout the state. Researchers should note that, owing to the structure of the live site and the limitations of web archiving technology, only the homepage of this site was captured successfully.
B2161-08: This accretion contains a copy of the New York State Racing and Wagering Board website produced on April 23, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). Most of the information contained within this copy is also included in the December 26, 2006 copy, but this copy does include an updated board meeting schedule and agendas (2007-2008), additional board meeting minutes (1999-2008), and updated information about board regulations. Changes to previous rules, thoroughbred and harness horse racing tracks in the state, and off track betting organizations throughout the state are also present.
This accretion also includes an April 23, 2008 copy of the Racing and Wagering Board's Rulings Search site. As was the case in 2006, only the homepage of the site was captured successfully.
B2161-10: This accretion contains a copy of the main New York State Racing and Wagering Board site produced on December 17, 2010, shortly before Governor David A. Paterson (2008-2010) left office. Some of the information included in this copy is also present in previous copies of the site, but this copy contains an updated board meeting schedule (2010) and agenda (2009-2010), and additional board meeting minutes (1999-2010) and annual reports (1986-2009). Also included are an updated municipal clerk's guide to licensing of bingo and games of chance (2009), application forms and guidelines for organizations wishing to conduct bingo or other games of chance (2010), and current board regulations and changes to previous regulations.
This accretion also includes a December 17, 2010 copy of the Racing and Wagering Board's Rulings Search site. As was the case in 2006 and 2008, only the top page of the site was captured successfully.
B2161-14: This accretion consists of a copy of the Gaming Commission site produced on March 4, 2014, during the first term of Governor Andrew M. Cuomo (2011- ). It contains audio recordings of meetings of the commission's board (2010-2013), annual reports of the commission and its predecessor (1986-2013), press releases (2010-2014), pertinent statutes and commission-issued regulations, current (2013-2014) and upcoming (2014) procurement opportunities, and documents relating to the commission's current contracts (2010-2014). Information relating to horse racing includes the final reports of the Task Force on Racehorse Health and Safety (2011) and the Task Force on Retired Racehorses (2011), audio recordings of meetings of the Task Force on Jockey Health and Safety (2013), and forms and applications for thoroughbred and harness racing applicants. Information relating to gaming includes overviews of federal court cases and legislation relating to casinos operated by Native American tribes and the locations of such casinos in the state and information about video lottery terminals. Also present is information about the New York Gaming Facility Location Board, which was established as a result of a 2013 amendment to the state constitution permitting the establishment of up to four upstate casinos not operated by Native American tribes; the casino siting process; and licensing requirements for applicants. In addition, this copy contains information for charitable organizations and municipal clerks regarding the licensing and operation of bingo and other games of chance.
Researchers should note that owing to the structure of the live site and the limitations of web archiving technology, some of the information contained within this site could not be captured properly in 2014. Researchers should also note that the New York Lottery, which was merged into the Gaming Commission at the point of its creation, continued to maintain its own website as of 2014.
B2161-20: This accretion consists of a copy of the Gaming Commission site produced on March 2, 2020, during the third term of Governor Andrew M. Cuomo (2011- ). Some of the information present in this copy is also included in the March 4, 2014 copy of the site, but this copy contains transcripts of meetings of the commission's board (2013-2020) as well as audio recordings of earlier meetings (2010-2013), additional annual reports (1986-2018), and press releases (2010-2019). Information about current (2019-2020) and upcoming (2020) procurement opportunities and documents relating to current (2002-2020) and expired (2013-2019) commission contracts are also included. Information relating to horse racing includes advisories issued by the commission's equine medical director (2015-2020), reports of the Racing Fan Advisory Council (2012-2015), weekly racing reports (2015-2018), and monthly market origin credit reports (2014-2020). New information relating to gaming includes current monthly and weekly revenue reports submitted by gaming facilities (2020). Information concerning interactive fantasy sports wagering, which was legalized in 2016, includes a list of organizations that had secured temporary permission to operate in New York State and information about required protections for players, restrictions on advertising and use of third-party scripts or scripting software, detection and deterrence of cheating, and tax provisions to which operators were subject.
This copy also contains a substantial body of material created and collected by the New York Gaming Facility Location Board, including transcripts of board meetings (2014-2015); documents relating to the board's 2014 and 2015 Requests for Applications to operate gaming facilities; regional revenue projections; and overviews of the siting process and applicant licensing requirements. Materials relating to the 2014 and 2015 public hearings held by the board include hearing transcripts and redacted copies of the detailed binders submitted by applicants. These binders detail the location, features, amenities, and ownership structure of the proposed facilities; the financial resources of the applicants; and include market analyses, workforce development plans, and other materials prepared by the applicants. Also included are resolutions submitted by local governments documenting their support for the siting of gaming facilities within their jurisdictions.
Researchers should note that information created or collected by the New York Gaming Facility Location Board is difficult to locate within this copy. Use of the alternate link provided below is strongly encouraged.
Researchers should also note that, owing to the structure of the live site and the limitations of web archiving technology, some of the information contained within this site could not be copied properly and that the New York Lottery continued to maintain its own website as of early 2020.
