The records were generated pursuant to Chapter 21 of the Laws of 1782 which required all state offices, civil or military, to submit to the state auditor (predecessor of the Comptroller) "Such returns, abstracts or accounts, or vouchers, as shall be necessary" to settle the accounts of the State.
