Administrative History
The Housing Finance Agency is a public benefit corporation authorized to issue notes and bonds for the purpose of providing funds to make mortgage loans to a variety of limited-profit and nonprofit medical, youth, and senior citizen service facilities; to service companies to finance construction of selected academic and mental hygiene facilities and municipal health facilities; and to mutual housing companies for limited-profit municipal housing projects, leasing, and building in model cities areas. It is also authorized, subject to approval by the director of the budget, to contract with the State of New York Municipal Bond Bank Agency, the New York State Project Finance Agency, the New York State Urban Development Corporation, and the New York State Medical Care Facilities Finance Agency, to render services as requested.
Scope and Content Note
These records are copies of New York State Housing Finance Agency service contract obligation bond transaction books held by the Division of the Budget. By law, the director of the Division of the Budget is a member of the board of directors of the Housing Finance Agency. The records consist of printed bound volumes of opinions, exhibits, copies of canceled checks, certificates, schedules, letters of representation, compliance and other agreements, correspondence, and resolutions. They document transactions involving service contract obligation revenue bonds, the issuance and redemption of which by the Housing Finance Agency provides the funds necessary for loans to the variety of categories listed above.
The stamped binding of each volume shows the type and series of bonds, the amount (in the tens of million of dollars), and the closing date of each issue. An "index" listing all closing documents appears at the fore of each volume.
