Administrative History
Chapter 249 of the Laws of 1830 designated the governor, lieutenant governor; speaker of the assembly secretary of state, attorney general, and comptroller as Trustees of the State Capitol. Three years later these same officials were named Trustees of the Old State Hall and the next year their authority was extended to the New State Hall. The Trustees were responsible for the repair and alterations of the buildings in their charge, the construction of the New State Hall, and the sale of the Old State Hall. The Trustees had the authority to appoint building superintendents, hire workers, and purchase land and equipment to carry out this mandate. They were also responsible for assigning office space in state buildings.
Scope and Content Note
This series contains the official minutes of the meetings of the Trustees of the Capitol and State Hall. Each entry contains the date of the meeting, who attended, where the meeting was held, and what transpired. A heading over each entry identifies whether the Trustees were meeting as Trustees of the State Capitol, the Old State Hall, or the New State Hall. The minutes themselves discuss: plans for the constitution, repair and maintenance of State buildings, and disposition of funds for these purposes; the appointment of officials and the hiring of workers for the maintenance, repair, and construction of State buildings; the performance of building superintendents and other officials appointed by the Trustees; and the assignments of facilities to various officials and state agencies.
This series in arranged chronologically by date of each meeting. Volume one contains four indices each of which are actually calendars of the boards proceedings. Each index notes the date of the meeting and a short description of what was discussed. The four indices are entitled: 1) "Miscellaneous", 2) "Minutes of Trustees of the State Capitol", 3) "Minutes of Trustee of the Old State Hall"; 4) "Minutes of Trustees of the New State Hall."
